Das Obergericht des Kantons Zürich trat am 28. Juni 2013 auf eine Beschwerde nicht ein, weil der Beschwerdeführer sich auch innert Nachfrist nicht mit den Erwägungen der Staatsanwaltschaft in ihrer Einstellungsverfügung vom 18. März 2013 und insbesondere nicht mit der Frage der Verjährung auseinandergesetzt hatte. Inwieweit dieser Nichteintretensentscheid gegen das Recht im Sinne von Art. 95 BGG verstossen könnte, legt der Beschwerdeführer vor Bundesgericht nicht dar, weshalb die Eingabe die Anforderungen von Art. 42 Abs. 2 BGG nicht erfüllt. Der Beschwerdeführer behauptet nicht einmal, er habe sich im kantonalen Verfahren zur Verjährung geäussert. Er führt in diesem Zusammenhang nur aus, er sei für die Verjährung nicht verantwortlich (Beschwerde S. 2). Dies hat indessen damit, ob die Verjährung eingetreten ist, nichts zu tun. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG). Der Beschwerdegegnerin 2 muss keine Entschädigung ausgerichtet werden, weil sie vor Bundesgericht keine Umtriebe hatte.
Auf die Beschwerde wird nicht eingetreten.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
