Le 28 juin 2013, le Tribunal de police du canton de Genève a constaté l'irrecevabilité de l'opposition formée par X.________ contre deux ordonnances pénales. Saisie par celui-ci d'un recours contre l'ordonnance du 28 juin 2013, la Chambre pénale de recours genevoise l'a déclaré irrecevable parce que tardif (arrêt du 30 août 2013). X.________ recourt contre cet arrêt. Alléguant être victime d'une fraude aux plaques d'immatriculation, il soutient avoir été condamné à tort à s'acquitter de contraventions. Ce faisant, il n'expose pas en quoi les considérations cantonales précitées ne seraient pas conformes au droit. Cela étant, le recours ne répond pas aux exigences de l'art. 42 al. 1 et 2 LTF aux termes duquel le recourant doit motiver son recours en exposant succinctement en quoi la décision attaquée viole le droit. Il est par conséquent irrecevable (cf. art. 108 al. 1 let. b LTF).
Exceptionnellement, le présent arrêt peut être rendu sans frais (cf. art. 66 al. 1 LTF).
