in die Beschwerde vom 15. Dezember 2008 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Schwyz vom 29. Oktober 2008,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG u.a. die Begehren und deren Begründung mit Angabe der Beweismittel zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt; Art. 95 ff. BGG nennt dabei die vor Bundesgericht zulässigen Beschwerdegründe,
dass bei Beschwerden, die sich - wie vorliegend - gegen einen in Anwendung kantonalen Rechts ergangenen Entscheid richten, die Verletzung blossen kantonalen Rechts keinen selbstständigen Beschwerdegrund bildet; vielmehr hat der Beschwerdeführer darzulegen, inwiefern der beanstandete Akt gegen verfassungsmässige Rechte, wie etwa das Willkürverbot oder das Recht auf persönliche Freiheit, verstossen soll; hinsichtlich der Verletzung von Grundrechten gilt der in Art. 106 Abs. 1 BGG verankerte Grundsatz der Rechtsanwendung von Amtes wegen nicht, weshalb insofern eine qualifizierte Rügepflicht besteht (Art. 106 Abs. 2 BGG; BGE 133 II 249 E. 1.4.2 S. 254; vgl. auch BGE 133 IV 286 ff.): es obliegt daher dem Beschwerdeführer, namentlich klar und detailliert darzulegen, inwiefern der in Frage stehende Entscheid gegen die gerügten Grundrechte verstossen soll (BGE 134 II 244 E. 2.2),
dass der Beschwerdeführer zwar Art. 12 BV anruft, wonach wer in Not gerät und nicht in der Lage ist, für sich zu sorgen, Anspruch auf Hilfe und Betreuung und auf die Mittel hat, die für ein menschenwürdiges Dasein unerlässlich sind, ohne indessen auch nur ansatzweise darzutun, inwieweit der die ordentlichen kommunalen Fürsorgeleistungen befristend kürzende und die Ausrichtung weiterer materieller Hilfe an Auflagen knüpfende vorinstanzliche Entscheid ihm ein menschenwürdiges Dasein nicht mehr ermöglichen soll bzw. ihn zu einer unwürdigen Bettelexistenz zwingt (vgl. BGE 130 I 71 E. 4.1 S. 74; 121 I 367 E. 2c S. 373),

dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die, im Übrigen ungebührliche Züge aufweisende Beschwerde nicht einzutreten ist und der Beschwerdeführer nach Art. 66 Abs. 1 und 3 BGG kostenpflichtig wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtskosten von Fr. 300.- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Schwyz schriftlich mitgeteilt.
