que le recourant n'a pas versé l'avance de frais dans le délai supplémentaire imparti,
que le recours doit être déclaré irrecevable, conformément à l'art. 62 al. 3 LTF et selon la procédure simplifiée de l'art. 108 al. 1 let. a et al. 2 LTF,
qu'en application de l'art. 66 al. 1, 2ème phrase, LTF, il convient de renoncer à la perception des frais judiciaires,
par ces motifs, le Juge unique prononce:

Le recours est irrecevable.

Il n'est pas perçu de frais judiciaires.
3.
Le présent arrêt est communiqué aux parties, au Tribunal administratif du canton de Neuchâtel et au Département de la santé et des affaires sociales du canton de Neuchâtel.
