in Erwägung,
dass die einzige dem Bundesgericht innert der Rechtsmittelfrist von 30 Tagen (Art. 100 Abs. 1 BGG; Art. 44-48 BGG) gegen den Entscheid des Appellationsgerichts des Kantons Basel-Stadt als Verwaltungsgericht vom 30. Juli 2012 eingereichte Beschwerde des E.________ vom 14. September 2012 offensichtlich keine gültige Beschwerde darstellt, weil sie den gesetzlichen Anforderungen an Rechtsschriften (Art. 42 Abs. 1 und 2 BGG) offensichtlich nicht genügt (BGE 136 I 65 E. 1.3.1 S. 68 und 134 II 244 E. 2.1 S. 245 f.),
dass die weiteren Eingaben des Beschwerdeführers vom 18. und 20. September 2012 nicht innert der 30-tägigen Rechtsmittelfrist (Art. 100 Abs. 1 BGG), sondern klarerweise verspätet (Art. 44-48 BGG) eingereicht worden sind,
dass überdies die Eingaben vom 18. und 20. September 2012 den in Art. 42 Abs. 1 und 2 BGG statuierten Formerfordernissen ebenfalls offensichtlich nicht zu genügen vermögen, weshalb auch insoweit ein offensichtlich unzulässiges Rechtsmittel vorliegt,
dass demzufolge auf die - insgesamt offensichtlich unzulässige - Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. a und b BGG nicht einzutreten ist,
dass es sich bei den gegebenen Verhältnissen rechtfertigt, von der Erhebung von Gerichtskosten für das bundesgerichtliche Verfahren umständehalber abzusehen (Art. 66 Abs. 1 Satz 2 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG der Abteilungspräsident zuständig ist,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien und dem Appellationsgericht des Kantons Basel-Stadt als Verwaltungsgericht schriftlich mitgeteilt.
