"En ce qui concerne la situation financière difficile du recourant, la CRUNI renoncera désormais à faire référence aux barèmes appliqués dans le cadre de la LEE, comme l'ont fait les autorités universitaires en application des anciennes directives. Cette autonomie par rapport à la LEE s'impose d'autant plus que les allocataires au sens de la LEE ont droit automatiquement au remboursement des taxes universitaires. Si bien que la situation financière difficile des candidats qui sollicitent le remboursement de leurs taxes doit être appréciée de manière plus souple que celle des allocataires. C'est pourquoi, la CRUNI fera application des critères contenus dans les directives 1996/1997."
