preso atto che in data 30 agosto 1999 il patrocinatore del ricorrente ha comunicato di ritirare il ricorso, chiedendo lo stralcio della stessa e di porre la tassa di giustizia e le spese di prima istanza a carico delle parti in ragione di metà ciascuno;
considerato pertanto che il procedimento è così esaurito;
decreta:
Il ricorso è stralciato dai ruoli ai sensi della transazione intervenuta.
Non si prelevano né tasse, né spese di questa sede.
Non si assegnano ripetibili.
