Whether the appeal met the statutory motivation requirement
The written appeal did not contain any recognizable grievance or argument against the first-instance decision and was therefore unmotivated.
An appeal must be filed as a reasoned written submission. The appellate court must be able to understand what is challenged without searching for arguments on its own. The filing, even as translated into French in time, failed this test and amounted to a lack of motivation.
