PER CURIAM:
William Lee Grant, II, appeals the district court’s order denying his second motion
to amend his complaint. We have reviewed the record and find no abuse of discretion
and no reversible error. Accordingly, we affirm for the reasons stated by the district
court. Grant v. U.S. Dep’t of Defense, No. 2:18-cv-00362-MSD-LRL (E.D. Va. Jan. 2,
2019). We dispense with oral argument because the facts and legal contentions are
adequately presented in the materials before this court and argument would not aid the
decisional process.
