PER CURIAM:
Walter Delaney Booker, Jr., a Virginia prisoner, appeals the district court’s order
dismissing with prejudice Booker’s 42 U.S.C. § 1983 complaint for failure to state a claim
upon which relief can be granted. We have reviewed the record and find no reversible
error. Accordingly, we affirm the district court’s judgment. Booker v. Clarke, No.
1:19-cv-00688-AJT-MSN (E.D. Va. Jan. 2, 2020). We dispense with oral argument
because the facts and legal contentions are adequately presented in the materials before this
court and argument would not aid the decisional process.
