PER CURIAM:
Norris Ellwood Smith appeals the district court’s order denying his motion to amend
his previously-dismissed 42 U.S.C. § 1983 civil rights action. We have reviewed the
record and find no reversible error. Accordingly, we affirm the district court’s order.
Smith v. Rockingham Reg’l Jail, No. 7:21-cv-00461-TTC-RSB (W.D. Va. Feb. 28, 2023).
We dispense with oral argument because the facts and legal contentions are adequately
presented in the materials before this court and argument would not aid the decisional
