Deal v. Dep't of Hous. & Cmty. Dev.

The judgment of the Superior Court affirming DHCD's decision is vacated, and a new judgment shall enter vacating DHCD's decision and remanding the case to DHCD for further proceedings consistent with the memorandum and order of the Appeals Court.
