The appellant withdrew his public-law appeal against the Lucerne cantonal administrative court judgment concerning construction outside building zones. The Federal Supreme Court therefore struck the case off the docket. It ordered the appellant to bear the incurred court costs of CHF 1,500 and to pay the two WWF respondents CHF 1,500 in party compensation for the federal proceedings.
Art. 32 Abs. 2, Art. 66 Abs. 1-3 and Art. 68 Abs. 2 BGG; withdrawal of an appeal and ensuing discontinuance of the proceedings. Where the appellant withdraws the appeal, the Federal Supreme Court strikes the case from the list without examining the merits. The withdrawing appellant bears the court costs incurred to date, and the opposing party is entitled to reasonable party compensation for the federal proceedings. The order is issued in summary procedure by the instructing judge (consid. relevant).

Es wird in Erwägung,
dass X.________ mit Eingabe vom 30. April 2007 Beschwerde gegen das Urteil des Verwaltungsgerichts des Kantons Luzern vom 27. März 2007 erhoben hat;
dass X.________ die erwähnte Beschwerde mit Schreiben vom 20. August 2007 zurückgezogen hat;
dass das Beschwerdeverfahren somit als durch Beschwerderückzug erledigt abzuschreiben ist;
dass die bis anhin entstandenen Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 bis 3 BGG);
dass der Beschwerdeführer die Beschwerdegegner für das bundesgerichtliche Verfahren angemessen zu entschädigen hat (Art. 68 Abs. 2 BGG),
im Verfahren nach Art. 32 Abs. 2 BGG verfügt:

Das Verfahren 1C_84/2007 wird infolge Rückzug der Beschwerde abgeschrieben.
2.
Die Gerichtskosten von Fr. 1'500.-- werden dem Beschwerdeführer auferlegt.
3.
Der Beschwerdeführer hat die Beschwerdegegner für das bundesgerichtliche Verfahren mit insgesamt Fr. 1'500.-- zu entschädigen.
4.
Diese Verfügung wird den Parteien, dem Gemeinderat Rothenburg, der Dienststelle Raumentwicklung, Wirtschaftsförderung und Geoinformation (rawi) und dem Verwaltungsgericht des Kantons Luzern, Verwaltungsrechtliche Abteilung, sowie dem Bundesamt für Raumentwicklung schriftlich mitgeteilt.
