Where the appellant, after express warning, does not file the challenged decision and a signed appeal within the set time limit, the appeal is inadmissible under Art. 90 cpv. 2 OG. Independently, an appeal lacking adequate reasoning under Art. 90 cpv. 1 lett. b OG and filed without exhaustion of cantonal remedies under Art. 86 cpv. 1 OG is likewise inadmissible. The court may waive costs in such circumstances (consid. 1).

visto e considerato:
che N.________ ha presentato un ricorso, non datato né firmato, al Tribunale federale, cui è pervenuto il 13 marzo 2002, nell'ambito di un procedimento penale sfociato in una condanna a una pena detentiva di sette anni per infrazione alla legge federale sugli stupefacenti;
che il ricorrente non ha allegato al gravame una copia della decisione impugnata, sicché la Cancelleria del Tribunale federale l'ha invitato il 15 marzo 2002 a produrla entro il 22 marzo 2002, unitamente a un esemplare firmato del ricorso, con la comminatoria che in caso di omissione il ricorso sarebbe stato dichiarato inammissibile in applicazione dell'art. 90 cpv. 2 OG;
che il ricorrente non ha reagito in alcun modo al citato scritto e che, quindi, il ricorso dev'essere dichiarato inammissibile secondo l'art. 90 cpv. 2 OG;
ch'esso sarebbe stato inammissibile anche per carenza di motivazione (art. 90 cpv. 1 lett. b OG; DTF 127 I 38 consid. 3c) e per il mancato esaurimento del corso delle istanze cantonali (art. 86 cpv. 1 OG), visto che il ricorrente rileva che la contestata decisione di condanna, cresciuta in giudicato, non è stata impugnata in sede cantonale;
che si può rinunciare alla riscossione delle spese processuali;

Per questi motivi, visto l'art. 36a OG, il Tribunale federale pronuncia:

Il ricorso è inammissibile.
2.
Non si riscuote tassa di giustizia.
3.
Comunicazione al ricorrente e al Ministero pubblico del Cantone Ticino.
