W.________ filed a complaint with the Federal Supreme Court against the federal popular vote of 18 May 2003 concerning Army XXI, claiming the proposal was unconstitutional. The Court held that a constitutional complaint is not available against federal acts or federal votes, and that administrative court review in political-rights matters is possible only in narrowly defined cases not present here. It further noted that it may not review the constitutionality of federal statutes. The Court therefore declined to enter into the complaint and waived court costs.

Gegenstand
Beschwerde gegen die eidgenössische Volksabstimmung vom 18. Mai 2003 (Vorlage Armee XXI).

Das Bundesgericht hat in Erwägung,
dass W.________ mit Eingabe vom 20. April (Postaufgabe: 22. April) 2003 "Einspruch gegen die Volksabstimmung der Schweiz vom 18. Mai 2003" beim Bundesgericht erhoben hat und geltend macht, die die Änderung des Militärgesetzes betreffende Vorlage (Armee XXI) sei verfassungswidrig;

dass sich eine staatsrechtliche Beschwerde nur gegen kantonale Erlasse oder Verfügungen (Art. 84 Abs. 1 OG) bzw. gegen kantonale Wahlen und Abstimmungen (Art. 85 lit. a OG) richten kann, weshalb dieses Rechtsmittel von vornherein nicht zulässig ist;

dass eine Verwaltungsgerichtsbeschwerde ans Bundesgericht auf dem Gebiet der politischen Rechte nur in sehr beschränktem Rahmen möglich ist (vgl. Art. 100 lit. p OG und Art. 80 des Bundesgesetzes vom 17. Dezember 1976 über die politischen Rechte [BPR, SR 161.1]);

dass sich die vorliegende Beschwerde unter dem Gesichtswinkel von Art. 80 BPR als unzulässig erweist;

dass im Übrigen das Bundesgericht zur Überprüfung der Verfassungsmässigkeit der Bundesgesetze nicht berechtigt ist (Art. 191 BV);

dass demnach auf die vorliegende Beschwerde nicht eingetreten werden kann;

dass ausnahmsweise auf die Erhebung von Gerichtskosten verzichtet wird;

im Verfahren nach Art. 36a OG erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird dem Beschwerdeführer und dem Bundesrat schriftlich mitgeteilt.
