The appellant association challenged the Federal Council’s order concerning the general applicability of amended provisions of a collective labor agreement in the electrical and telecommunications installation sector. Before the Federal Supreme Court, the appellant withdrew the appeal after a settlement with the paritary commissions. The President of the II. public law division therefore discontinued the proceedings by order and charged the appellant with court costs of CHF 700. No party compensation was awarded.
Art. 32 Abs. 1 und 2 BGG; Art. 65 BGG; Art. 66 Abs. 1 und 2 BGG; withdrawal of the appeal and cost consequences. Where the appeal is withdrawn, the division president may strike the case off the list by order. The withdrawing appellant bears the court costs, unless special circumstances justify a different allocation. No party compensation is due where the circumstances do not warrant one.

Mai 2011 über die Allgemeinverbindlicherklärung geänderter Bestimmungen des Gesamtarbeitsvertrags des Schweizerischen Elektro- und Telekommunikations-Installationsgewerbes,
in das Schreiben der Vertreterin des Beschwerdeführers vom 2. Dezember 2011, womit die Beschwerde unter Hinweis auf eine zwischen dem Beschwerdeführer und den paritätischen Kommissionen zustande gekommenen Einigung zurückgezogen wird,
in Erwägung,
dass das Verfahren gestützt auf Art. 32 Abs. 1 und 2 BGG mit Verfügung des Abteilungspräsidenten abgeschrieben werden kann,
dass die Gerichtskosten (Art. 65 BGG) dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 und 2 BGG) und er keinen Anspruch auf Parteienschädigung hat (Art. 68 Abs. 1 und 2 BGG),
verfügt der Präsident:

Das Verfahren wird infolge Rückzugs der Beschwerde abgeschrieben.
2.
Die Gerichtskosten von Fr. 700.-- werden dem Beschwerdeführer auferlegt.
3.
Diese Verfügung wird dem Beschwerdeführer und dem Schweizerischen Bundesrat schriftlich mitgeteilt.
