The Federal Supreme Court held that an ordinary civil appeal was unavailable because the dispute value did not reach CHF 30,000 and no issue of fundamental importance was raised. The filing was treated as a subsidiary constitutional complaint, but it failed to identify and reason constitutional violations with sufficient precision. The Court therefore did not enter into the complaint, rejected the request for legal aid as hopeless, and imposed court costs of CHF 500 on the appellant.

Where the dispute value does not reach the statutory threshold and no fundamental legal question is substantiated, the filing is to be treated as a subsidiary constitutional complaint. Such a complaint may invoke only constitutional rights and must, with reference to the reasoning of the challenged decision, precisely set out the alleged constitutional violations; abstract criticism or appellatory argumentation is insufficient. Failure to meet these pleading requirements leads to non-entry in summary procedure. Legal aid is refused if the complaint is hopeless (consid. 1-3).

In Erwägung,
dass das Bezirksgericht Plessur den Beschwerdeführer mit Entscheid vom 30. April 2013 zur Zahlung von Fr. 25'628.70 nebst Zins an die Beschwerdegegnerin verpflichtete;
dass der Beschwerdeführer an das Kantonsgericht von Graubünden gelangte, das mit Verfügung vom 30. Oktober 2013 dessen Berufung abwies, soweit es auf sie eintrat;
dass der Beschwerdeführer diese Verfügung mit Rechtsschrift vom 17. November 2013 beim Bundesgericht anfocht;
dass der Beschwerdeführer mit Schreiben vom 2. Januar 2014 um Gewährung der unentgeltlichen Rechtspflege für das bundesgerichtliche Verfahren ersuchte;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von Fr. 30'000.-- (Art. 74 Abs. 1 lit. b BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne vom Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingabe des Beschwerdeführers unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln ist;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides zu begründen sind (Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Rechtsschrift vom 17. November 2013 diese Begründungsanforderungen nicht erfüllt, weshalb auf die Beschwerde im Verfahren nach Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist;
dass das Gesuch um Gewährung der unentgeltlichen Rechtspflege, über das unter den gegebenen Umständen nicht vorgängig separat entschieden werden musste (vgl. Urteil 4A_20/2011 vom 11. April 2011 E. 7.2.2), wegen Aussichtslosigkeit der Beschwerde abzuweisen ist (Art. 64 Abs. 1 BGG);
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
Auf die Beschwerde wird nicht eingetreten.
Das Gesuch um Gewährung der unentgeltlichen Rechtspflege wird abgewiesen.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Kantonsgericht von Graubünden, II. Zivilkammer, schriftlich mitgeteilt.

It was treated as a subsidiary constitutional complaint, but the pleading did not sufficiently allege which constitutional rights were violated.
In a subsidiary constitutional complaint, only constitutional rights may be invoked and the complaint must specifically, with reference to the challenged decision, explain the alleged violation. That was not done.
Whether legal aid for the federal proceedings should be granted
No. The complaint was hopeless.
Because the complaint was inadmissible for lack of sufficient reasoning, the request for legal aid had to be rejected.
Who bears the federal court costs
The appellant bears the costs.
Costs were imposed on the unsuccessful appellant under the BGG.
