In a tenancy dispute, the Federal Supreme Court held that an ordinary civil appeal was unavailable because the amount in dispute was below CHF 15,000 and no issue of fundamental importance was shown. The appellants’ filings were therefore treated as a subsidiary constitutional complaint. However, the complaint did not meet the strict reasoning requirements for alleging violations of constitutional rights. The Court accordingly issued a non-entry decision and waived court costs.
Art. 74 Abs. 1 lit. a, Abs. 2 lit. a, Art. 113 ff., Art. 116, 117, Art. 42 Abs. 2, Art. 106 Abs. 2 and Art. 108 Abs. 1 lit. b BGG; admissibility and reasoning requirements of the subsidiary constitutional complaint. If the value in dispute does not reach the statutory threshold and no question of fundamental importance is demonstrated, an appeal in civil matters is inadmissible. A filing may be treated as a subsidiary constitutional complaint, but only constitutional rights may be invoked and they must be expressly identified and substantiated by reference to the challenged reasoning. A merely conclusory or unsubstantiated submission justifies non-entry. Costs may exceptionally be waived under Art. 66 Abs. 1 BGG.

In Erwägung,
dass der Einzelrichter der 3. Abteilung des Kreisgerichts Rheintal die Beschwerdeführer mit Entscheid vom 11. Juni 2010 aus Mietvertrag solidarisch zur Zahlung von Fr. 7'809.50 nebst 5 % Zins seit 31. Juli 2009 an die Beschwerdegegnerin verpflichtete;
dass die Beschwerdeführer an das Kantonsgericht St. Gallen gelangten, dessen Präsident der III. Zivilkammer mit Entscheid vom 28. Juni 2010 die Rechtsverweigerungsbeschwerden der Beschwerdeführer und deren Gesuche um unentgeltliche Prozessführung abwies;
dass die Beschwerdeführer dem Bundesgericht am 21. Juli 2010 mehrere Eingaben einreichten, aus denen sich ergibt, dass sie den Entscheid des Kantonsgerichts vom 28. Juni 2010 beim Bundesgericht anfechten wollen;
dass eine Beschwerde in Zivilsachen im vorliegenden Fall nicht zulässig ist, weil der erforderliche Streitwert von Fr. 15'000.-- (Art. 74 Abs. 1 lit. a BGG) nicht erreicht wird und sich keine Rechtsfrage von grundsätzlicher Bedeutung im Sinne vom Art. 74 Abs. 2 lit. a BGG stellt;
dass die Eingaben der Beschwerdeführer unter diesen Umständen als subsidiäre Verfassungsbeschwerde im Sinne von Art. 113 ff. BGG zu behandeln sind;
dass mit einer solchen Beschwerde ausschliesslich die Verletzung von verfassungsmässigen Rechten gerügt werden kann (Art. 116 BGG);
dass in der Beschwerdeschrift dargelegt werden muss, welche verfassungsmässigen Rechte durch das kantonale Gericht verletzt worden sind, und solche Rügen unter Bezugnahme auf die Erwägungen des angefochtenen Entscheides zu begründen sind (Art. 42 Abs. 2 und Art. 106 Abs. 2 in Verbindung mit Art. 117 BGG);
dass die Eingaben der Beschwerdeführer vom 21. Juli 2010 diesen Anforderungen offensichtlich nicht genügen, weshalb auf die Beschwerde mangels hinreichender Begründung nicht einzutreten ist (Art. 108 Abs. 1 lit. b BGG);
dass unter den gegebenen Umständen auf die Erhebung von Gerichtskosten zu verzichten ist (Art. 66 Abs. 1 zweiter Satz BGG),
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Kantonsgericht St. Gallen, Präsident der III. Zivilkammer, schriftlich mitgeteilt.
