The Federal Supreme Court did not enter into the complaint in civil matters because the appellant failed to pay the ordered advance on costs within the extended deadline and did not timely prove payment. The complaint against the Bern supervisory authority’s decision concerning service of payment orders was therefore dismissed at the threshold stage. Court costs of CHF 200 were imposed on the appellant.
Art. 62 Abs. 3 BGG, Art. 108 Abs. 1 lit. a BGG; failure to pay the advance on costs within the additional deadline. If the appellant does not comply with the advance-payment order within the prescribed or extended deadline, or does not timely substantiate payment, the court shall not enter into the appeal in summary procedure. The sanction of non-entry follows directly from the procedural default and does not require examination of the merits; the costs of the federal proceedings are borne by the unsuccessful party pursuant to Art. 66 Abs. 1 BGG.

September 2007 angesetzten Nachfrist nicht geleistet hat bzw. den ihm auferlegten Nachweis der rechtzeitigen Vorschussleistung nicht (rechtzeitig) erbracht hat, so dass gestützt auf Art. 62 Abs. 3 BGG und im Verfahren nach Art. 108 Abs. 1 lit. a BGG auf die Beschwerde nicht einzutreten ist,
dass die Kosten des Verfahrens dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG),
erkannt:

Auf die Beschwerde wird nicht eingetreten.

Die Gerichtsgebühr von Fr. 200.-- wird dem Beschwerdeführer auferlegt.

Dieses Urteil wird dem Beschwerdeführer, dem Betreibungs- und Konkursamt Bern-Mittelland, Dienststelle Laupen und dem Obergericht des Kantons Bern, Aufsichtsbehörde in Betreibungs- und Konkurssachen, schriftlich mitgeteilt.
