Costs are governed by Art. 66 Abs. 1 BGG and may be reduced under Art. 65 Abs. 2 BGG in light of the party's financial circumstances.

Die Vorinstanz trat am 27. November 2013 auf ein Rechtsmittel des Beschwerdeführers aus formellen Gründen nicht ein. Zum einen stellte er einen Antrag, der nicht den Streitgegenstand betraf (Beschluss S. 4 E. 3.5). Zum anderen genügte die Begründung des Rechtsmittels den Anforderungen nicht (Beschluss S. 4/5 E. 4).
In seiner Eingabe vor Bundesgericht äussert sich der Beschwerdeführer zu den formellen Gründen nicht, aus denen die Vorinstanz auf sein kantonales Rechtsmittel nicht eintreten konnte. Die Eingabe genügt den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht.
Da der Beschwerde in Bezug auf die Haupterwägungen der Vorinstanz kein Erfolg beschieden ist, kann sich das Bundesgericht mit der zusätzlichen Eventualerwägung 5 und der materiellen Seite des Falles nicht befassen (BGE 133 IV 119 E. 6).
Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage (vgl. angefochtenen Beschluss S. 5 E. 5) ist bei der Bemessung der Kosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Auf die Beschwerde wird nicht eingetreten.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Strafabteilung, 2. Strafkammer, schriftlich mitgeteilt.
