The Federal Supreme Court held that the complainant lacked standing to challenge the cantonal authority’s refusal to open criminal proceedings concerning alleged offences by a criminal network. He was neither a private prosecutor without the participation of the public prosecutor nor a victim within the meaning of the Victim Support Act, and injured parties otherwise have no right to lodge a criminal complaint under Art. 81(1) BGG. The complaint was therefore not entered into. Court costs of CHF 800 were charged to the complainant.

An injured person is not entitled to lodge a criminal-law complaint merely by alleging possible offences; absent victim status under the Victim Support Act or a private prosecution context, standing is denied. Court costs follow the outcome and are imposed on the unsuccessful complainant pursuant to Art. 66 Abs. 1 BGG.

Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass die Vorinstanz gestützt auf das kantonale Verfahrensrecht ein Strafverfahren betreffend strafbare Handlungen "eines kriminellen Netztwerkes" nicht eröffnete, weil ausschliesslich pauschale Hinweise auf ein möglicherweise strafbares Verhalten ohne konkrete Verdachtsmomente die Eröffnung einer Strafuntersuchung nicht rechtfertigen könnten. Da kein Privatstrafklageverfahren ohne Beteiligung des Staatsanwalts vorliegt, der Beschwerdeführer kein Opfer im Sinne des Opferhilfegesetzes ist, und da Geschädigte ansonsten zur Beschwerde in Strafsachen nicht legitimiert sind (vgl. Art. 81 Abs. 1 BGG; BGE 133 IV 228), ist auf die Beschwerde im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
