Résumé Omnilex

The Federal Court declared the complaint inadmissible because the submissions were incomprehensible and did not meet the federal pleading and reasoning requirements. It therefore did not enter into the matter under the simplified procedure. The complainant was ordered to pay court costs of CHF 800. The case originated from a cantonal summons to begin serving a sentence, against which the Government Council and the Administrative Court had already declined to enter into the remedies.

Regeste Omnilex

Art. 42 Abs. 2, Art. 106 Abs. 2 and Art. 108 BGG; non-entry for manifestly insufficient reasoning. A complaint must, in a comprehensible manner, set out the legal grounds and, where required, the specific constitutional rights allegedly violated; merely confusing or unintelligible submissions do not permit substantive review. Where these minimal pleading requirements are not met, the Federal Court may decline to enter under the summary procedure. Court costs are borne by the unsuccessful party under Art. 66 Abs. 1 BGG.

Urteil vom 2. Juni 2007
Strafrechtliche Abteilung

Besetzung
Bundesrichter Schneider, Präsident,
Gerichtsschreiberin Arquint Hill.

Parteien
X.________,
Beschwerdeführer,

gegen

Regierungsrat des Kantons Aargau, Regierungsgebäude, 5001 Aarau.

Gegenstand

Kammer, vom 7. Februar 2007.

Das Präsidium zieht in Erwägung:
1.

3.
Dieses Urteil wird dem Beschwerdeführer, dem Regierungsrat des Kantons Aargau und dem Verwaltungsgericht des Kantons Aargau, 2. Kammer, schriftlich mitgeteilt.
