Der Einzelrichter zieht in Erwägung:

Im Zusammenhang mit einer Schadenersatzforderung gegen die Behörden in Höhe von rund zehn Milliarden Dollar trat das Kantonsgericht Basel-Landschaft am 29. Januar 2013 auf eine Beschwerde nicht ein. X.________ beantragt mit Beschwerde beim Bundesgericht, es seien ihm die zehn Milliarden Dollar zu ersetzen und das Geld in seinem Namen der UNICEF zu senden. Aus der nur teilweise verständlichen Eingabe ergibt sich nicht, dass und inwieweit die Vorinstanz das Recht im Sinne von Art. 95 BGG verletzt haben könnte. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Da an der Prozessfähigkeit des Beschwerdeführers Zweifel bestehen (angefochtener Entscheid S. 5 E. 1.4), kann auf die Erhebung von Gerichtskosten verzichtet werden. Damit wird das sinngemässe Gesuch um unentgeltliche Rechtspflege gegenstandslos.
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Kantonsgericht Basel-Landschaft, Abteilung Strafrecht, schriftlich mitgeteilt.
