Under Art. 108 BGG, manifestly insufficiently reasoned complaints are dealt with by non-entry. Costs are borne by the unsuccessful party, subject to reduction in view of financial circumstances (Art. 66 Abs. 1, Art. 65 Abs. 2 BGG).

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass in Bezug auf eine von ihm wegen Amtsmissbrauchs eingereiche Klage keine Strafuntersuchung eröffnet wurde. Die Legitimationsvoraussetzungen einer Beschwerde in Strafsachen ergeben sich aus Art. 81 Abs. 1 BGG. Soweit es um angebliche "Patientenbetrügereien" geht, ist der Beschwerdeführer von vornherein nicht legitimiert (BGE 133 IV 228). Da es indessen auch um einen fürsorgerischen Freiheitsentzug geht, könnte insoweit die Legitimation gemäss Art. 81 Abs. 1 lit. b Ziff. 5 BGG (Opfer einer angeblichen Straftat) gegeben sein. Die Frage kann indessen offen bleiben. Die Vorinstanz stellt zur Hauptsache fest, wenn ärztliche Gutachten zu verschiedenen Schlüssen kämen, bedeute dies nicht, dass ein Straftatbestand erfüllt worden sei (angefochtener Entscheid S. 3). Der Beschwerdeführer macht vor Bundesgericht geltend, er sei geistig gesund, was durch eine Vielzahl von Ärzten belegt werden könne. Dies ist indessen nicht die Frage, die sich im vorliegenden Strafverfahren stellt. Hier kann nur geprüft werden, ob jemand im Zusammenhang mit dem fürsorgerischen Freiheitsentzug einen Straftatbestand erfüllt hat. In Bezug auf diese Frage genügt die Beschwerde den Begründungsanforderungen von Art. 42 Abs. 2 BGG nicht. Dasselbe gilt in Bezug auf die Behauptung des Beschwerdeführers, vier Ärzte hätten in ihren Berichten gelogen. Der Beschwerdeführer legt nicht dar, dass die Vorinstanz insoweit gemäss Art. 97 Abs. 1 BGG von einem offensichtlich unrichtigen und damit willkürlichen Sachverhalt ausgegangen ist. Seine Ausführungen beschränken sich auf unzulässige appellatorische Kritik. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Lage ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
