The appellant challenged a cantonal non-entry decision concerning criminal non-prosecution orders. The Federal Supreme Court held that he had not shown why the cantonal finding that the appeal period had expired was wrong. His assertion that a filing before the Federal Criminal Court had preserved the deadline was insufficient and unexplained. The complaint was therefore not entered into under Article 108 BGG. The request for legal aid was denied because the appeal was hopeless, and court costs of CHF 800 were imposed on the appellant.

Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid trat die Vorinstanz aus formellen Gründen auf Beschwerden des Beschwerdeführers nicht ein, weil eine frühere Rekursfrist betreffend Verfügungen, die nicht absolut nichtig waren, unbenützt abgelaufen war (angefochtener Entscheid S. 7 E. 3). Diese Feststellung der Vorinstanz kann nicht mit der blossen Behauptung angefochten werden, die Rekursfrist sei mit einer Eingabe des Beschwerdeführers an das Bundesstrafgericht in Bellinzona gewahrt worden (Beschwerde S. 6 Ziff. 11 und S. 7 Ziff. 4). Was das Bundesstrafgericht mit dem kantonalen Rekurs zu tun haben könnte, ergibt sich aus der Beschwerde nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Infolge der rechtsmissbräuchlichen Art der Prozessführung kommt eine Reduktion der Gerichtsgebühr nicht in Betracht (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, Verwaltungskommission, schriftlich mitgeteilt.
