Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid trat die Vorinstanz auf einen Rekurs nicht ein, weil die Rekurseingabe des Beschwerdeführers den gesetzlichen Begründungsanforderungen nicht entsprach (angefochtener Entscheid S. 5 E. 6). In der Beschwerde vor Bundesgericht befasst sich der Beschwerdeführer mit der Frage der Begründungsanforderungen seines kantonalen Rekurses nicht. Folglich genügt die Beschwerde den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Dasselbe gilt für die Rüge, es seien ihm zu Unrecht die Kosten des Rekursverfahrens auferlegt worden. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und der Anklagekammer des Obergerichts des Kantons Bern schriftlich mitgeteilt.
