Der Präsident zieht in Erwägung:

Der Beschwerdeführer reichte am 9. Dezember 2005 Strafanzeige wegen Betrugs ein. Das Untersuchungsrichteramt I Berner Jura-Seeland und der zuständige Prokurator der Staatsanwaltschaft traten auf die Anzeige nicht ein. Der Beschwerdeführer erhob dagegen Rekurs und Beschwerde ans Obergericht des Kantons Bern, welches mit Beschluss vom 20. Juni 2007 das erstgenannte Rechtsmittel abwies und auf das zweite nicht eintrat.
Der Beschwerdeführer gelangt mit einer als "Verfassungsbeschwerde" bezeichneten Eingabe ans Bundesgericht und macht geltend, der Betrugstatbestand sei erfüllt. Die Legitimationsvoraussetzungen der Beschwerde in Strafsachen, welche als einziges Rechtsmittel hier in Frage kommt, ergeben sich aus Art. 81 BGG. Da der Beschwerdeführer weder Privatstrafkläger noch Opfer oder Strafantragsteller im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 - 6 BGG ist, und er - namentlich als Geschädigter (BGE 6B_12/2007 vom 5. Juli 2007) - kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids hat, ist er zur Beschwerde nicht legitimiert. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist wegen Aussichtslosigkeit abzuweisen (Art. 64 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, dem Generalprokurator des Kantons Bern und dem Obergericht des Kantons Bern, Anklagekammer, schriftlich mitgeteilt.
