Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass eine kantonale Einsprache als zurückgezogen abgeschrieben wurde, weil der Beschwerdeführer eine Vorladung zur Verhandlung nicht von der Post abgeholt hatte und zur Verhandlung nicht erschienen war. Während er vor der Vorinstanz geltend machte, die Post habe nur einen roten Zettel im A6-Format mit einem gestempelten "R" und dem Hinweis, dass eine eingeschriebene Sendung abzuholen sei, in sein Postfach gelegt (angefochtener Entscheid S. 3 E. 2.2), geht die Vorinstanz davon aus, die Post habe die Sendung auf dem Avis als "GU" (Gerichtsurkunde) deklariert gehabt (angefochtener Entscheid S. 4 E. 2.4). Der Beschwerdeführer legt dem Bundesgericht zum Beweis des Gegenteils Unterlagen vor, die mit der konkreten Sendung nichts zu tun haben (vgl. act. 2). Damit kann der Nachweis, dass die Feststellung der Vorinstanz offensichtlich unrichtig im Sinne von Art. 97 Abs. 1 BGG wäre, nicht geführt werden. Bei dieser Sachlage muss sich das Bundesgericht mit der Eventualerwägung der Vorinstanz nicht befassen. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Appellationsgericht des Kantons Basel-Stadt, Ausschuss, schriftlich mitgeteilt.
