Der Präsident zieht in Erwägung:

Im angefochtenen Entscheid wurde auf ein Begehren des Beschwerdeführers um gerichtliche Beurteilung einer Bussenverfügung nicht eingetreten, weil die Eingabe den Formvorschriften des kantonalen Rechts nicht entsprach. In der Beschwerde vor Bundesgericht befasst sich der Beschwerdeführer mit den kantonalen Formvorschriften nicht. Die Beschwerde genügt deshalb den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG nicht. Nachdem die Vorinstanz sich materiell nicht mit der Sache befasst hat, kann dies auch das Bundesgericht nicht tun. Auf die Ausführungen der Beschwerde ist deshalb im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Bezirksgericht Affoltern, Einzelrichter in Strafsachen, schriftlich mitgeteilt.
