The Federal Supreme Court did not enter into the appeal against the Bern appellate chamber’s decision upholding the public prosecutor’s non-entry into two criminal complaints. It held that the complainant lacked standing under Art. 81 BGG: he was neither a private prosecutor nor a victim whose physical, psychological, or sexual integrity was directly affected. As an injured party only, he could not challenge the decision. Court costs of CHF 800 were imposed on him.

Beschwerde gegen den Beschluss des Obergerichts des Kantons Bern, Anklagekammer, vom 29. Juni 2010.
Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass die Staatsanwaltschaft auf zwei Strafanzeigen wegen Betrugs, Amtsmissbrauchs, ungetreuer Amtsführung sowie Urkundenfälschung im Amt nicht eintrat und im angefochtenen Entscheid ein dagegen gerichteter Rekurs abgewiesen wurde, soweit darauf eingetreten werden konnte. Im Gegensatz zu seiner Meinung (Beschwerde S. 2) ist der Beschwerdeführer indessen nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG, weil er die Anklage nicht ohne Beteiligung der Staatsanwaltschaft vertreten hat. Durch die angezeigten Straftaten wurde er in seiner körperlichen, psychischen oder sexuellen Integrität nicht unmittelbar beeinträchtigt, weshalb er auch nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 Abs. 1 OHG ist. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 136 IV 29). Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Anklagekammer, schriftlich mitgeteilt.
