The Federal Supreme Court did not enter into the criminal appeal because the appellant failed to pay the ordered advance on costs of CHF 2,000 within the deadline and additional grace period. The court applied Art. 108 BGG and, as a result, declared the appeal inadmissible. It further ordered court costs of CHF 800 against the appellant under Art. 66 Abs. 1 BGG.
Art. 108 BGG; non-payment of the advance on costs and non-entry into the appeal; if the appellant fails to pay the court-ordered advance on costs within the prescribed period and warning period, the Federal Supreme Court shall not enter into the appeal. Non-entry under Art. 108 BGG is a summary procedural decision independent of the merits. In such a case, the appellant generally bears the court costs pursuant to Art. 66 Abs. 1 BGG.

Der Einzelrichter zieht in Erwägung:

Dem Beschwerdeführer wurden mit Verfügungen vom 30. Oktober und 19. November 2012 eine Frist und die gesetzlich vorgeschriebene Nachfrist bis zum 3. Dezember 2012 angesetzt, um dem Bundesgericht einen Kostenvorschuss von Fr. 2'000.-- einzuzahlen, ansonsten auf das Rechtsmittel nicht eingetreten werde. Der Kostenvorschuss wurde nicht geleistet. Androhungsgemäss ist auf die Beschwerde im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Einzelrichter:
1.
Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht von Appenzell Ausserrhoden, 2. Abteilung, schriftlich mitgeteilt.
