Der Einzelrichter zieht in Erwägung:

Das Obergericht von Appenzell Ausserrhoden wies am 1. Juli 2013 eine Beschwerde ab, die sich dagegen richtete, dass die Staatsanwaltschaft ein Einspracheverfahren gegen einen Strafbefehl einstellte, weil der Beschwerdeführer trotz Vorladung zu einer Einvernahme unentschuldigt nicht erschienen war. In seiner Eingabe vor Bundesgericht äussert sich der Beschwerdeführer nur zur materiellen Seite des Falles, die nicht Gegenstand des obergerichtlichen Entscheids war. Weil die Begründung einer Beschwerde in derselben enthalten sein muss, ist der Hinweis auf andere Schreiben und Unterlagen unzulässig. Auf die Beschwerde ist mangels einer tauglichen Begründung im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Dieser verweist auf die Veranlagungsverfügung der Steuerverwaltung für 2012. Daraus ergibt sich, dass er ein steuerbares Einkommen von Fr. 6'500.-- und kein Vermögen aufweist. Das Vorbringen ist als Gesuch um unentgeltliche Rechtspflege entgegenzunehmen. Dieses ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtskosten Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.

Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.

Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.

Dieses Urteil wird den Parteien und dem Obergericht von Appenzell Ausserrhoden, 1. Abteilung, schriftlich mitgeteilt.
