Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass ein Verfahren wegen Amtsmissbrauchs und Freiheitsberaubung eingestellt wurde. Im vorliegenden Fall kann vollumfänglich auf das im Urteil 6B_44/2008 vom 8. Februar 2008 Gesagte verwiesen werden. An der dort dargestellten Praxis ist trotz der Ausführungen des Beschwerdeführers unter Ziff. 1 festzuhalten. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und der Staatsanwaltschaft des Kantons Appenzell A.Rh. schriftlich mitgeteilt.
