The complainant challenged the refusal to open criminal proceedings against an investigating judge. The Federal Supreme Court held that the filing did not contain a sufficiently substantiated explanation of any criminal conduct and did not show any basis for the accusation against the cantonal court president. It therefore did not enter into the complaint under Art. 108 BGG. The request for legal aid was rejected because the complaint was hopeless, and costs of CHF 500 were imposed on the complainant.

Beschwerde gegen das Urteil der Anklagekammer des Kantons St. Gallen vom 15. September 2010.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, dass gegen eine Untersuchungsrichterin kein Strafverfahren eröffnet wurde. Aus der Beschwerde ist indessen nicht ersichtlich, dass und inwieweit sich die Untersuchungsrichterin entgegen der Annahme der Vorinstanz strafbar verhalten haben könnte. Ein solches strafbares Verhalten ergibt sich insbesondere nicht aus den nicht näher begründeten Behauptungen, die Untersuchungsrichterin habe Anzeigen nicht bearbeitet, unnötigerweise persönliche Daten weitergegeben, Auskünfte von Ärzten verlangt, obwohl bereits ein Arztzeugnis vorgelegen habe, und den Beschwerdeführer blossgestellt und beleidigt. Auch inwieweit gegen den Präsidenten der Vorinstanz der begründete Verdacht der "Amtsklüngelei" bestehen könnte, ist nicht ersichtlich. Auf die Beschwerde ist mangels hinreichender Begründung im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das nachträglich eingereichte Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG). Der Beschwerdegegnerin ist keine Entschädigung auszurichten, weil sie vor Bundesgericht keine Umtriebe hatte.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
