The Federal Supreme Court held that the appellant, as a mere injured person and not a private prosecutor or victim with standing, could not challenge the merits of the cantonal refusal to proceed on a criminal complaint for false accusation and false testimony. His complaint about the assessment of suspicion was therefore an inadmissible merits attack rather than a permissible procedural complaint. The Court did not enter into the appeal, denied free legal aid because the appeal was hopeless, and imposed reduced court costs of CHF 500 on the appellant.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wendet sich dagegen, das auf eine Strafanzeige wegen falscher Anschuldigung und falscher Zeugenaussage nicht eingetreten und im angefochtenen Entscheid ein dagegen gerichteter Rekurs abgewiesen wurde. Da er indessen nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG und nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 2 Abs. 1 OHG ist, ist er als Geschädigter zur vorliegenden Beschwerde grundsätzlich nicht legitimiert (BGE 133 IV 228). Er kann nur die Verletzung von Verfahrensrechten geltend machen, deren Missachtung eine formelle Rechtsverweigerung darstellt. Zulässig sind dabei Rügen, die formeller Natur sind und von der Prüfung der Sache selber getrennt werden können. Denn auf eine solche Prüfung in der Sache hat der nicht Legitimierte keinen Anspruch (BGE 119 Ib 305 E. 3; 118 Ia 232 E. 1a; 117 Ia 90 E. 4a; 114 Ia 307 E. 3c). Der Beschwerdeführer macht geltend, die kantonalen Behörden hätten sich in unhaltbarer Weise über ihre in § 22 Abs. 4 der Strafprozessordnung des Kantons Zürich festgelegte Verpflichtung zur Erforschung der materiellen Wahrheit hinweggesetzt und damit Art. 9 BV verletzt (Beschwerde S. 2 Ziff. 7). Diese Rüge begründet er damit, dass die Vorinstanz in willkürlicher Weise einen hinreichenden Tatverdacht verneint habe (Beschwerde S. 4 Ziff. 12 und S. 4 - 9 Ziff. 13 - 15). Die Prüfung dieser Frage stellt indessen eine Prüfung der Sache selber dar. Darauf hat der Beschwerdeführer keinen Anspruch Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetze Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, III. Strafkammer, schriftlich mitgeteilt.
