The Federal Supreme Court, sitting as single judge, held that the appeal against the Ticino Insurance Court judgment was manifestly insufficiently reasoned under Art. 42 LTF because it did not meaningfully engage with the lower court’s reasons. It therefore refused to enter into the appeal under Art. 108 LTF. Since the appeal had no prospects of success, the request for free legal aid was denied. No court costs were levied.
Art. 42 cpv. 1 e 2 LTF; Art. 108 cpv. 1 lett. b LTF; insufficiently reasoned appeal: the appellant must, in a concise but specific manner, address the challenged reasoning and explain why it is unlawful. Mere repetition of submissions made in the lower instance does not satisfy the requirement. Where the appeal manifestly lacks adequate reasoning, the presiding judge or a delegated judge may refuse to enter into the matter in simplified proceedings (consid. 1). A request for legal aid under Art. 64 LTF is to be denied when the appeal has no prospects of success; in such a case, court costs may be waived pursuant to Art. 66 cpv. 1, second sentence, LTF.

che il Tribunale federale esamina in linea di massima solo le censure sollevate, non essendo per contro tenuto a vagliare, come lo farebbe un'autorità di prima istanza, tutte le questioni giuridiche che si pongono, se queste ultime non sono sollevate in sede federale,
che nel caso concreto, l'atto di ricorso non adempie manifestamente le esigenze di motivazione,
che infatti il ricorrente - limitandosi a formulare, tramite la propria patrocinatrice, una motivazione largamente identica a quella esposta in prima sede nelle osservazioni del 21 gennaio 2014 - non si confronta nelle debite forme con i considerandi del giudizio impugnato (DTF 134 II 244), che ha peraltro ampiamente spiegato i motivi della propria decisione,
che in mancanza di un'argomentazione topica che risponda adeguatamente alle motivazioni del giudizio di prima istanza, il ricorso di R.________ non può essere ritenuto ricevibile,
che giusta l'art. 108 cpv. 1 LTF, il presidente della Corte decide in procedura semplificata di non entrare in materia su ricorsi manifestamente non motivati in modo sufficiente (lett. b),
che egli può delegare questo compito a un altro giudice (art. 108 cpv. 2 LTF),
che in applicazione dell'art. 66 cpv. 1 seconda frase LTF non si prelevano spese giudiziarie, mentre la domanda di gratuito patrocinio dev'essere respinta, essendo il ricorso sin dall'inizio privo di possibilità di successo (art. 64 LTF),

The appeal did not meet the minimum reasoning requirements because it did not engage in a proper way with the challenged judgment.
The appellant essentially repeated arguments from the prior instance and failed to address the lower court’s grounds in a targeted manner; therefore the appeal was not receivable.
