K. challenged a Zurich Administrative Court decision in a social assistance matter. The Federal Supreme Court found that the appeal did not meet the mandatory reasoning requirements: it did not explain in a sufficiently concrete way why the lower-court judgment allegedly violated federal law, and the later supplementary letter did not cure this defect. Newly raised complaints about housing and rent expenses were based on cantonal law but were not precisely invoked as required. The additional allegation of racial discrimination was not examined. The court did not levy judicial costs, so the request for free legal aid became moot.

Der Präsident hat in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 BGG unter anderem die Begehren und deren Begründung mit Angabe der Beweismittel enthalten muss, wobei im Rahmen der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Entscheid Recht verletzt (Art. 42 Abs. 2 BGG); die Vorbringen müssen sachbezogen sein, damit aus der Beschwerdeschrift ersichtlich ist, in welchen Punkten und weshalb der angefochtene Entscheid beanstandet wird (vgl. BGE 131 II 449 E. 1.3 S. 452, 123 V 335 E. 1 S. 337 f. mit weiteren Hinweisen),
dass die Eingabe der Beschwerdeführerin vom 8. August 2007 diesen Begründungsanforderungen nicht genügt,
dass auch das nachträgliche Schreiben der Beschwerdeführerin vom 13. August 2007 nichts ändert, weil es - trotz dem ausdrücklichen Hinweis des Bundesgerichts in der Mitteilung vom 10. August 2007 über die Formerfordernisse des Rechtsmittels und über die nur innert der Beschwerdefrist noch bestehende Verbesserungsmöglichkeit - wiederum kein genügendes Rechtsmittel darstellt, indem die darin aufgeworfenen Wohnungs- und Mietkostenfragen auf kantonalem Recht beruhen, dessen Verletzung nur insofern geprüft werden kann, als eine entsprechende Rüge in der Beschwerde präzise vorgebracht und begründet worden ist (Art. 106 Abs. 2 BGG), was hier nicht zutrifft,
dass über die von der Beschwerdeführerin nachträglich geltend gemachte "rassistische Diskriminierung" in diesem Verfahren nicht zu befinden ist, da hiefür das Bundesgericht nicht zuständig ist,
dass vorliegend von der Erhebung von Gerichtskosten abgesehen wird, weshalb sich das Begehren um Gewährung der unentgeltlichen Prozessführung als gegenstandslos erweist,
in Anwendung von Art. 65 sowie Art. 66 Abs. 1 BGG und im Verfahren nach Art. 108 Abs. 1 lit. a und b BGG

erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Zürich zugestellt.
