T.________ filed a complaint in a social welfare matter against the Municipality of Dänikon and the Zürich Administrative Court decision. After the Federal Supreme Court had refused legal aid as hopeless and ordered an advance on costs within an extended deadline, the appellant still did not pay. The court therefore held that there was no basis to enter into the complaint and decided the case in simplified proceedings without charging court costs.
Art. 62 Abs. 3 BGG in conjunction with Art. 108 Abs. 1 lit. a and Abs. 2 BGG; non-payment of the requested advance costs within the prescribed or extended deadline leads to non-entry in summary procedure. A subsequent filing that does not include payment does not cure the default. Where the complaint is not entered into for this reason, court costs may be waived pursuant to Art. 66 Abs. 1 second sentence BGG.

in die Eingabe vom 4. Februar 2013 (Poststempel)
in Erwägung,
dass die Beschwerdeführerin den Vorschuss auch innerhalb der Nachfrist nicht geleistet hat, woran die Eingabe vom 4. Februar 2013 nichts zu ändern vermag,
dass deshalb gestützt auf Art. 62 Abs. 3 BGG im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. a und Abs. 2 BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,
erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Zürich schriftlich mitgeteilt.
