The Federal Supreme Court held that the appeal in a social assistance matter was wholly inadmissible. To the extent it challenged the cantonal Department of the Interior’s decision, it was filed after the 30-day deadline. To the extent it challenged the St. Gallen Indictment Chamber’s decision, it failed to meet the federal pleading requirements. The court therefore did not enter into the appeal and waived court costs.

An appeal filed after expiry of the statutory deadline is manifestly inadmissible. Independently thereof, an appeal that does not satisfy the minimum reasoning and form requirements of Art. 42 BGG is likewise manifestly inadmissible. In such a case, the Federal Supreme Court may decline to enter into the matter in simplified procedure under Art. 108 Abs. 1 lit. a and b BGG and may waive court costs pursuant to Art. 66 Abs. 1 sentence 2 BGG (consid. 1).

in Erwägung,
dass die vorliegende Beschwerde vom 30. November 2012 (Poststempel), soweit sie sich gegen den Entscheid des Departements des Innern des Kantons St. Gallen vom 13. August 2012 richtet, nicht innert der 30-tägigen Rechtsmittelfrist (Art. 100 Abs. 1 BGG), sondern klarerweise verspätet (Art. 44 - 48 BGG) eingereicht worden ist, weshalb schon aus diesem Grunde auf das offensichtlich unzulässige Rechtsmittel (Art. 108 Abs. 1 lit. a BGG) nicht eingetreten werden kann,
dass zudem die Beschwerde, soweit sie sich gegen den Entscheid der Anklagekammer des Kantons St. Gallen vom 9. Oktober 2012 richtet, den in Art. 42 Abs. 1 und 2 BGG statuierten Formerfordernissen offensichtlich nicht zu genügen vermag, weshalb auch insoweit ein offensichtlich unzulässiges Rechtsmittel (Art. 108 Abs. 1 lit. b BGG) vorliegt (vgl. BGE 138 I 171 E. 1.4 S. 176, 136 I 65 E. 1.3.1 S. 68 und 134 II 244 E. 2.1 f. S. 245 f.),
dass demzufolge im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. a und b BGG auf die - insgesamt offensichtlich unzulässige - Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien, dem Departement des Innern des Kantons St. Gallen und der Anklagekammer des Kantons St. Gallen, schriftlich mitgeteilt.
