K. filed a complaint against an arbitration court decision that had dismissed the case as moot. The Federal Supreme Court held that the appeal did not satisfy the minimum reasoning requirements of Art. 42 BGG because it failed to address the decisive mootness reasoning of the lower court. The court therefore refused to enter into the appeal in summary procedure under Art. 108 para. 1 lit. b BGG. No court costs were charged, the request for free legal aid became moot, and free legal counsel was denied because the appeal was inadmissible from the outset.
Art. 42 BGG; Art. 108 Abs. 1 lit. b BGG; admissibility of a federal appeal: the appellant must, in a concise but substantive manner, challenge the decisive reasons of the challenged decision and explain the alleged legal violation. A merely formal or unspecific submission that does not engage with the ratio decidendi is manifestly insufficient and permits non-entry in summary procedure. Where no costs are levied under Art. 66 para. 1 second sentence BGG, a request for waiver of costs becomes moot; legal aid under Art. 64 para. 1 BGG requires a non-frivolous, admissible appeal and is denied if the appeal is inadmissible ab initio.

Das Präsidium der II. sozialrechtlichen Abteilung hat nach Einsicht
in die Beschwerde von K.________ vom 10. September 2007 gegen einen Entscheid des Schiedsgerichts in Sozialversicherungsstreitigkeiten des Kantons Zürich vom 20. Juli 2007 (betreffend Abschreibung zufolge Gegenstandslosigkeit)
in Erwägung,
dass die Beschwerde gemäss Art. 42 Abs. 1 BGG unter anderem die Begehren und deren Begründung mit Angabe der Beweismittel enthalten muss, wobei nach Abs. 2 der genannten Bestimmung in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt, widrigenfalls auf die Rechtsvorkehr nicht eingetreten werden kann,
dass die Eingabe des Beschwerdeführers diesen gesetzlichen Mindestanforderungen an eine hinreichende Beschwerdebegründung offensichtlich nicht genügt, da ihr auch nicht ansatzweise eine inhaltliche Auseinandersetzung mit den entscheidwesentlichen Erwägungen der Vorinstanz zur Gegenstandslosigkeit des vorinstanzlichen Verfahrens (vgl. RKUV 1998 Nr. U 299 S. 337) zu entnehmen ist,
dass demnach auf die offensichtlich keine hinreichende Begründung enthaltende Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist,
dass auf die Erhebung von Gerichtskosten verzichtet wird (vgl. Art. 66 Abs. 1 zweiter Satz BGG), weshalb das Begehren um Gewährung der unentgeltlichen Prozessführung gegenstandslos ist,
dass die Voraussetzungen für die Bewilligung der unentgeltlichen Verbeiständung (Art. 64 Abs. 1 BGG) nicht erfüllt sind, weil die Beschwerde von vornherein unzulässig war,
erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Das Gesuch um unentgeltliche Verbeiständung wird abgewiesen.
4.
Dieses Urteil wird den Parteien, dem Schiedsgericht in Sozialversicherungsstreitigkeiten des Kantons Zürich und dem Bundesamt für Gesundheit zugestellt.
