If the appeal manifestly fails these requirements, the court may decline to enter into the matter without setting a time limit for improvement; costs may exceptionally be waived under Art. 66(1) second sentence BGG, rendering requests for free legal aid moot.

in Erwägung,
dass gemäss Art. 42 Abs. 1 und 2 BGG in der Beschwerde unter anderem in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Eingabe vom 17. Oktober 2008 dieser Mindestanforderung nicht genügt, da den Ausführungen nicht entnommen werden kann, inwiefern die Sachverhaltsfeststellungen der Vorinstanz im Sinne von Art. 97 Abs. 1 BGG unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen,
dass der von der Beschwerdeführerin für den prämienpflichtigen Zeitraum (Dezember 2006 bis Februar 2007) geltend gemachte Auslandaufenthalt der jüngsten Tochter eine unzulässige neue Tatsache und das eingereichte Veranlagungsprotokoll vom 18. Oktober 2007 betreffend die kantonalen Steuern 2006 ein unzulässiges neues Beweismittel darstellen (Art. 99 Abs. 1 BGG),
dass abgesehen davon die Beschwerdeführerin darauf hinweist, für alle ihre Kinder sei «gemeinsames Sorgerecht und Obhut der Rechtszustand», was aufgrund ihres Wohnsitzes in der Schweiz denjenigen der jüngsten Tochter hier nach sich zieht (Art. 25 Abs. 1 ZGB), wie die Vorinstanz zutreffend erwogen hat,
dass - ohne Ansetzung einer Nachfrist zur Verbesserung (BGE 134 II 244) - auf die ungenügende Beschwerde nicht einzutreten und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten umständehalber zu verzichten ist,
dass bei diesem Ergebnis das Gesuch um unentgeltliche Rechtspflege gegenstandslos ist,
erkennt das Bundesgericht:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien, dem Sozialversicherungsgericht Basel-Stadt und dem Bundesamt für Gesundheit schriftlich mitgeteilt.
