Fixation d'une amende globale de CHF 11'000.- suite à la commission de trois infractions par un architecte. Ce dernier avait, de manière répétée, fait procéder à des travaux non conformes aux autorisations délivrées, tout en remédiant ultérieurement à cette carence par l'obtention d'autorisations complémentaires. Le recourant avait également accepté que son client surveille personnellement les travaux, sans en référer au département. La fermeté de la sanction s'explique enfin par les antécédents du recourant pour des faits similaires. Amende de CHF 11'000.- prononcée à l'encontre d'un architecte qui a procédé à trois reprises à des travaux avant d'obtenir leur autorisation et qui a déjà fait l'objet de sanctions pour des faits similaires.
