Consultés dans l'élaboration d'un projet de modération du trafic, les habitants riverains n'ont pas démontré que l'autorité intimée avait abusé de son pouvoir d'appréciation. A qualité pour recourir contre une mesure d'aménagement d'une route communale, une association d'habitants de quartier dont les statuts visent la sauvegarde des aspects architecturaux et urbanistiques des lieux. Le Tribunal administratif n'est pas compétent pour apprécier l'opportunité d'une décision et ne peut donc qu'examiner les aspects juridiques d'une mesure d'aménagement routier. Un plan de modération du trafic ne témoigne pas d'un excès du pouvoir d'appréciation de l'autorité, dès lors qu'il a été adopté après consultation des habitants et des autres riverains et que, parmi tous les autres projets envisagés, il concilie au mieux les différents intérêts en présence.
