The Tribunal administratif confirmed a CHF 2,000 administrative fine imposed for installing wire-mesh barriers on an agricultural parcel near the Seymaz wooded area without authorization. The court accepted the authority's assessment that the objective gravity of the infringement was medium. Subjectively, however, the conduct was grave because the works were carried out in full knowledge of the need for authorization and the person concerned had already been sanctioned three times previously for similar conduct.
