"En raison de l'incidence de la mesure sur le trafic cyclable, l'ASPIC a la qualité pour recourir. Le problème se posera très probablement dans les mêmes termes lors de la prochaine édition des Quais de l'immobilier, la Ville de Genève n'ayant pas restreint l'autorisation litigieuse à l'année 1997. En conséquence, le recours doit être considéré comme recevable en dépit de l'absence d'intérêt actuel des recourants. L'intérêt public à assurer le trafic cycliste sur le pont des Bergues, et par voie de conséquence la sécurité des piétons, doit être qualifié de prépondérant par rapport à l'intérêt poursuivi par les organisateurs des Quais de l'immobilier au centre-ville, soit en particulier sur le pont des Bergues. L'intérêt économique et commercial des organisateurs ne justifie pas la fermeture du pont des Bergues - ou son accessibilité restreinte - aux cyclistes, en l'absence d'un réaménagement du pont de la Machine permettant une circulation cycliste aisée et sans danger." Les aménagements visant à faciliter la circulation cycliste sur le pont de la Machine durant la période de la manifestation dite des Quais de l'immobilier, qui entraîne une interdiction de circuler à vélo sur le pont des Bergues, doivent être considérés comme insuffisants. Il appartient aux organisateur de la manifestation de prévoir, si elle doit avoir lieu à nouveau au même endroit, un véritable itinéraire de rechange, présentant la même sécurité que le pont des Bergues (notamment l'existence d'une piste cyclable bidirectionnelle).
