The court held that Art. 8 LTA does not permit an appeal to the cantonal administrative court against a Conseil d'Etat decision regulating local traffic for a limited period. Since no other cantonal court has jurisdiction over such a decision, the only available remedy is an appeal to the Federal Council within 30 days from publication or notification. The court therefore declined cantonal jurisdiction and declared the appeal inadmissible.
