Art. 87 al. 3 LPA; representation in administrative proceedings and allocation of the fee to the person appearing before the authority. A party who acts as filer of a remedy without disclosing that he is acting solely as mandatary of third parties is to be treated personally for procedural purposes and may be charged the emolument in his own name. If the mandate is terminated before judgment, the mandatary must promptly inform the court and indicate the procedural consequences he derives therefrom; absent such notice, the authority may proceed on the basis of personal participation. The decisive factor is the outward appearance created by the filing and the duty of clarification upon termination of the mandate.
