A bus driver sought review of a driver's-license withdrawal after an accident in icy conditions. The administrative court relied on expert evidence showing that continuing until the signal changed to amber was a more appropriate and safer response than hard braking, which could have led to worse consequences on the slippery road. The court therefore found that the driver's conduct did not warrant the measure and annulled the withdrawal.
