The court upheld the authorization to build four contiguous villas with carports. It held that a 0.20 excess in the surface ratio was covered by the derogation in Art. 59 para. 4 LCI. It also held that the fact that the plans were not signed by the architect did not, by itself, justify annulment of the permit. Any civil-law dispute concerning the easement for connecting pipelines to the private collector was left to the civil courts.
