The appellant withdrew the administrative appeal against the Cantonal Council of State's decision of 6 December 1995. The Administrative Court of Ticino therefore struck the case from the docket and ordered that no court fees or costs be charged.
Withdrawal of an administrative appeal; the proceedings become moot and are struck off the docket. Where the appellant validly withdraws the appeal, the court does not decide the merits and may terminate the proceedings without charging court fees or expenses, absent special reasons to the contrary.
